The California Solar Payment Policy requires Utilities to pay $0.15 kwh, for 20 years, enough to pay for 100 panels in 3 years.

The City of Alameda is leasing 200 acres for 100-panel solar homes to be built, so Alameda can sell solar to SF. Alameda could be 100% solar powered by 2019. Alameda has its own Utility.
