“What the anti-dumping case is about is to remove an injury. It is not about putting a price that in any case you can sell European solar panels, that is something completely different you know, that is not what it is about. And if the European solar industry wants to continue selling solar panels they will have to be competitive with the rest of the world, that is a free market. What was not a free market anymore was what a number of Chinese companies were doing, whereby prices, by the way, went down as low as about 40, four-zero, euro cent per watt.”

STORYLINE
The European Union’s (EU) Trade Commissioner on Monday defended the weekend agreement that ended one of the biggest trade disputes between China and Europe.
The EU had accused China of selling solar panels in the EU at below-cost prices, harming European manufacturers.
The row threatened to escalate into a full-blown trade war.
The settlement comes after negotiations that began in June (2013) when the EU announced that duties averaging 47 percent on Chinese-made solar panels, cells and wafers would come into effect in August.
The EU said then that China was selling its products in the EU market at below-cost prices and harming the European solar panel industry.
At a news conference in Brussels on Monday, Commissioner Karel De Gucht outlined the agreement reached on Saturday.
“The Chinese suppliers have agreed to a voluntary price undertaking, where they commit to stop dumping and keep prices above a certain floor. In return those companies who participate in this engagement do not have to pay the anti-dumping duties,” he told reporters.
And in case of non-compliance, duties will apply, De Gucht insisted.
“We will have the names of the companies that have signed up in the undertaking, so if a company does not respect that deal you will see that when the product comes into the European Union, you will see that in the customs, it will come in somewhere on the European territory so you will be able to check and if they don’t respect it then they will have to pay the duty of 47.6 percent.”
However, the EU solar panels industry slammed the weekend’s deal, whereby China would charge minimum prices, claiming its survival was still under threat.
The industry has announced proceedings before the EU’s high court.
De Gucht said that they would have no case since the deal remained within international law and protected the EU industry.
